The Study on institution bureaucratic administration for international development  in ASEAN Community is qualitative research, to study the management of the public university according to the Public Sector Development of Thailand ; and to study the development of university in ASEAN and internationally. The data collection tools included participating observation and group discussion. The study showed that The important driven Thai executive bureaucracies of Suan Sunandha Rajabhat University in an ASEAN community are (1) a management system based on good governance, human resources, quality of life and well-being of workers, (2), alumni and community involvement contributes to a better relationship with the university, (3) graduate, meets identities are recognized nationally or internationally, and to maintain its presence in society, (4) creating a research or creative work to be published in the national or international level, and benefit society, (5) management system to support ASEAN community and cooperation in education or research, (6) a center of learning, knowledge and outreach society, (7) the conservation, development and dissemination of art and culture in the national or international level, and (8) with asset management and intellectual property more efficiently and cost effectively. The system is ready to teaching the English language and other languages ​​used in the region. The cooperation with the ASEAN countries to exchange staff and students the academic, research, training, curriculum development and deployment of tools in higher education.
